The NATO Education Center programs of NATO related education are mandated by the U.S. chief of defense, the Chairman of the Joint Chiefs of Staff, for attendance by US military officers engaged in NATO duties.
A retired U. S. Air Force officer, Mr. Chalmer served in operational flying and national and NATO policy assignments in both the United States and Europe.
He produced a web-based distance-learning series of lessons in use today by NATO Headquarters as an introduction to NATO. As part of his support to the U.S. Joint Staff and NATO, he supplements the directing staff at NATO Headquarters during Crisis Management exercises.
Mr. Chalmer has led delegations providing NATO orientation to numerous European nations. His public diplomacy and NATO educational outreach work have included substantive lectures and discussions in eleven nations of NATO and the Partnership for Peace and to numerous educational institutions and military and civilian audiences in the United States.
In addition to his frequent courses with NDU students and others in the United States, he has lectured to international audiences at the Near-East South Asia Center for Strategic Studies and at the NATO School – Oberammergau, Germany. In 2007, he worked with NATO Headquarters and the Ministry of Defence of the Republic of Georgia to provide an educational program to an inter-agency audience in Tbilisi.
