Michael S. Tulley's Biography 

Mr. Tulley arrived in Warsaw in August of 2007.  He is the Counselor for Management Affairs.  He has been a member of the Foreign Service since 1986.  Mr. Tulley is a native Californian who was born and raised in Sacramento.  After receiving a BA from the University of Portland he spent almost three years in Honduras as a Peace Corps Volunteer and a Volunteer Leader.  After a stint in private industry, during which time he earned a master’s degree in international management from the American Graduate School in International Management, he joined the Foreign Service.   

He has served in a variety of management positions in Cameroon, the former Yugoslavia (Belgrade), Washington, Germany (Bonn), the UK, Estonia and Italy.  He is married to Anne Tulley of Kuopio, Finland and has two children.
