On April 7, 2006, the U.S. Stars and Stripes flew proudly over two locations in Warsaw, Poland. That afternoon, the Honorable Victor Ashe, U.S. Ambassador to Poland, hosted a ceremony at his Residence during which Commander Yuri Tabach was promoted to Captain, U.S. Navy. That evening, Captain Tabach hosted a boisterous promotion party at "Jeff's" Restaurant. In honor of Captain Tabach's promotion, the owner temporarily raised an American Flag that waved proudly over Zwirki and Wigury Street.
Captain Tabach's promotion, attended by his family - Ms. Irina Tabach, wife; Michelle Tabach, daughter; Eric Tabach, son; Ms. Elizabeth Shapiro, sister; and Ms. Jackie Shapiro, niece, was an emotional event that marked the rise of a U.S. Navy officer, stationed in Warsaw, to one rank beneath that of admiral. Captain Tabach holds the distinction as being the first Soviet born citizen to be commissioned an officer in the Armed Forces of the United States. The ceremony included the singing of the national anthem by Ms. Jackie Shapiro and the administration of the Oath of Commissioning by Colonel Stanley Prusinski, Chief, Office of Defense Cooperation.
As Naval Affairs Officer in the Office of Defense Cooperation, U.S. Embassy, Warsaw, Captain Tabach has been responsible for administration of security- assistance support - including Foreign Military Sales, Foreign Military Financing, International Military Education and Training, and Excess Defense Articles programs - to the Polish Navy.
